BHAVYA scheme opens a new window for increasing India’s industrial growth by strengthening manufacturing base

The government is taking another big step toward strengthening its manufacturing base, and the latest move under the BHAVYA scheme is important because it gives states a clear chance to build modern industrial parks with central support . 

From June 1, state governments can start submitting applications for the first phase of this scheme, which is designed to create plug-and-play industrial parks that are ready for businesses to move in with less delay and less paperwork . In simple words, the idea is to make industrial land, roads, power, water, and other basic facilities available in one place so companies can begin work faster and with fewer complications .

The scheme, officially called Bharat Audyogik Vikas Yojna, has a total outlay of ₹33,660 crore and aims to develop 100 industrial parks across India over six years, from 2026-27 to 2031-32 . 

In the first phase, 50 proposals will be selected through a challenge-based process, with the first window open from June 1 to July 31, 2026, and a second window from August 1 to September 30, 2026 . If a proposal is not selected in the first round, the state can improve it and apply again in the second round, which shows that the process is meant to be competitive but also flexible .

One of the most important parts of the scheme is the land requirement, because industrial parks need enough space to support real business activity . For non-hilly states, the minimum land needed is 100 contiguous acres, while hilly states, northeastern states, Union Territories, and smaller states such as Goa can apply with just 25 acres of contiguous land . 

This difference matters because it shows that the government is trying to keep the scheme practical for different regions instead of applying one rule everywhere .

The government says these parks will be developed with a focus on connectivity, infrastructure quality, industrial ecosystem, and policy support. 

That means the success of an application will not depend only on land availability, but also on whether the location is well connected and whether the state can create a strong environment for manufacturing . For businesses, this can mean better access to roads, logistics, labour, and suppliers, which are often the basic things that decide whether a factory succeeds or struggles .

This scheme also fits into a bigger national push to make India more attractive for manufacturing and investment . If industrial parks become truly plug-and-play, they can reduce the time needed to start operations and help both domestic and foreign companies set up units more easily . For ordinary people, the impact can be felt in a very direct way: more factories can mean more jobs, more local business activity, and stronger economic growth in nearby areas .

At the same time, the real success of the scheme will depend on execution, because industrial parks only work well when land, approvals, utilities, and planning move together . States that prepare strong proposals early may have a better chance in the selection process, especially if they can show good connectivity and a solid industrial plan . So, the message is clear: this is not just about building empty land banks, but about creating working industrial ecosystems that can support the government’s next phase of growth .
