Pakistan’s attack on Afghanistan rehab hospital: International Union of Muslim Scholars (IUMS) condemns attack, calls it a grave sin in Islam

The statement reads: “The International Union of Muslim Scholars is deeply concerned about the developments between two brotherly and neighboring countries, resulting in bloodshed and destruction. The latest example is the attack on a medical center, killing and injuring hundreds. This is considered one of the major and destructive sins.

 It’s even more painful that this happened during the last ten days of the blessed month of Ramadan. It’s also a clear violation of all international laws and principles, which guarantee the protection of healthcare facilities and prohibit targeting them.”

The statement adds: “This incident, occurring during the blessed month of Ramadan, is a grave act by a Muslim country, a month in which the sanctity of human blood is multiplied and the value of human life is considered extremely high”.

The organization cites Quranic verses in its statement regarding the injustice of killing humans, and adds that Pakistan’s action is a clear violation of all international laws and principles. It calls on Pakistan’s military regime to end such actions and respect its neighboring countries and humanitarian responsibilities.

“This aggressive act is forbidden, in fact, it’s considered one of the most severe and destructive sins in our noble religion. Therefore, we call on Pakistan’s government and military leadership to refrain from such actions based on religious, moral, and humanitarian responsibilities, and respect the rights of its neighbors. We also urge them to establish an independent and transparent committee to investigate these serious violations and the harm caused to innocent victims.”

The organization says it’s ready to play a role in reducing tensions between the two neighboring countries and cooperate. “In this context, the organization announces that its leadership and executive board are ready to take an active role in reducing tensions and intervene through available channels to facilitate serious negotiations, decrease violence, and establish calm, leading to just and peaceful solutions that protect human life and dignity.”

 The Taliban government claims the casualty count is much higher. The UN has called for a swift investigation into the incident.

The IUMS has urged Pakistan to stop its attacks on Afghanistan and investigate the incident. The organization emphasizes that targeting healthcare facilities is a clear violation of human and Islamic laws.

A leader of the Norwegian Refugee Council says the scene of Pakistan’s attack in Kabul was heartbreaking, and identifying victims is difficult. The NRC is calling for an immediate investigation into the attack on a rehab center, which has resulted in significant casualties.

Former Afghan President Hamid Karzai says the Pakistani government is seeking to create “chaos” in Afghanistan. Karzai’s statement comes amid rising tensions between Afghanistan and Pakistan, with the recent attack on a Kabul hospital drawing widespread condemnation.

The Taliban government’s Ministry of Public Health says nearly 400 patients were killed and around 250 others injured, with various hospitals receiving casualties. WHO officials state that since February, at least six healthcare facilities in Afghanistan have been damaged, amid escalating violence between Afghanistan and Pakistan.

The UN High Commissioner for Human Rights says there should be a “prompt, independent and transparent investigation” into last night’s “explosion” at a drug treatment center in Kabul.

A source at Kabul’s Forensic Medicine Department tells media that 98 bodies have been received, some of which have been handed over to families, while others remain unidentified.

The UN political mission in Afghanistan has expressed “strong dismay” over the Pakistani forces’ attack on a drug treatment center in Kabul. Afghan cricketer Rashid Khan has condemned Pakistan’s recent attacks on Kabul, urging the international community to investigate the incident.

The UN says civilians across Afghanistan are paying the price of the ongoing conflict between Afghanistan and Pakistan. UN Deputy Spokesperson Farhan Haq states that their political mission in Afghanistan (UNAMA) has issued a statement saying many people were killed and injured in the Pakistani military’s attack on a drug treatment center in Kabul last night. Haq adds that the UN urges both sides to exercise restraint and agree to a ceasefire to ensure civilian protection.

The Norwegian Refugee Council (NRC) stated on Wednesday that hundreds of people were killed or injured in a Pakistani airstrike on a drug rehabilitation center in Kabul this week, marking the first independent confirmation of the high casualty toll.

The attack, reportedly carried out by Pakistani forces, has drawn widespread condemnation from Afghan officials and international organizations. The Taliban’s Ministry of Public Health says nearly 400 patients were killed and around 250 others injured, with various hospitals receiving casualties.

NRC country director Jacopo Pasqualino said their team was on the ground immediately after the attacks to help with rescue efforts. “Based on what we saw and spoke to others who were part of the emergency response, we can say that hundreds have been killed and injured,” he told to media.

Independent verification of exact numbers in Afghanistan is challenging, as attacks often occur in hard-to-reach areas and official accounts can be contradictory. Pasqualino also confirmed that a medical center in Kabul was hit, with one of its buildings “completely burned and destroyed”.

He added that rescue teams were working until Tuesday morning to remove bodies from the rubble and reach areas with collapsed walls. He described the scene as “heartbreaking” and said identifying victims and getting an accurate count wouldn’t be easy. “In Europe, we have systems where people can be identified even from body remains,” he said.

Mr. Karzai said in the same interview, “The Pakistani government has not been able to establish proper coordination with any Afghan government.” Karzai added that Pakistan hasn’t had good relations with Afghanistan since the monarchy, through the republic, and subsequent governments, including during his presidency. He said he visited Pakistan around 20 times during his tenure to try to establish good relations.

The UN Special Rapporteur on human rights in Afghanistan, Richard Bennett, says Pakistan’s attack on Kabul’s drug rehabilitation center should be thoroughly investigated and those responsible held accountable. He shared the UN human rights office’s post on X, saying, “Pakistan’s airstrike targeting a drug rehab center in Kabul must be urgently, independently, and transparently investigated, and perpetrators held to account.” Bennett also called for compensation for victims and their families.

The European Commission spokesperson said at a press conference in Brussels, “We call on both sides to exercise maximum restraint and take steps to minimize harm to civilians”. The European Union also issued a statement saying the situation should be resolved through negotiations as soon as possible. The statement emphasized that civilians and medical facilities are protected under international law and Geneva Conventions, and targeting them is unacceptable.

It is worth noting that earlier, China’s Foreign Ministry had said it was attempting to mediate between Kabul and Islamabad. However, Taliban government spokesperson Zabihullah Mujahid told, a private TV channel, “Now is not the time for diplomacy and talks with Islamabad, but the Islamic Emirate will take revenge.”

In the statement, Mr. Muttaqi said, “It appears to be part of a project.” He added, “The Pakistani military establishment, which actually controls the entire decision-making process in Pakistan, shows no intention of pursuing a solution. By killing defenseless civilians, they are indicating their continued interest in perpetuating proxy war and spreading instability in the region, as before.”

The Taliban government’s Foreign Minister adds, “We reiterate that the armed security and defense forces of the Islamic Emirate of Afghanistan will continue to take reciprocal, proportionate, and legitimate defensive measures until the other side stops its violations and refrains from its crimes.”

The international community, including the World Health Organization (WHO) and human rights organizations, have condemned the attack, calling for an independent investigation and accountability.
