The winter session of the Parliament got underway on Monday, December 1. It is expected to be a stormy session with opposition looking to target the government over Special Intensive Revision (SIR), Delhi pollution, and the Red Fort blast. However, the government is moving ahead with the legislative agenda and is going to introduce 14 crucial bills during the session.
The list of bills include the key Atomic Energy Bill, 2025 which will enable private participation in Nuclear Energy sector. Along with that, the other bills to be tabled include Higher Education Commission of India Bill, 2025, Jan Vishwas (Amendment of Provisions) Bill, 2025; the Insolvency and Bankruptcy Code (Amendment) Bill, 2025; the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, Corporate Laws (Amendment) Bill, 2025, the Securities Markets Code Bill, 2025, the Insurance Laws (Amendment) Bill, 2025, the Arbitration and Conciliation (Amendment) Bill, 2025, the Central Excise (Amendment) Bill, 2025, the Health Security & National Security Cess Bill, 2025.
Under the Health Security & National Security Cess Bill, a cess will be levied on sin goods like Gutkha and the money collected will be used for public health and national security.
Meanwhile, ahead of the winter session, Prime Minister Narendra Modi called on the opposition parties to focus on delivering a productive parliament session for the people instead of doing drama inside the hallowed grounds of the Parliament. PM Modi said that the opposition appears unsettled due to the recent humbling defeat in the Bihar elections. He called upon them to put aside differences and work for ensuring sound policy and laws are passed in parliament, in order to not repeat the washout of the monsoon session.
Whether the opposition listens to the sound advice of the PM or will disrupt Parliament proceedings, remains to be seen.
